Billing System Replacement for a Tajikistan Operator
Substitution of a European solution
Lower ownership costs
Less failures and errors
Overnight migration
Optimal offer
Bercut has worked with Tacom LLC for more than 17 years, the inception of the partnership dating back to 2006, when the operator still used the Beeline trademark. The vendor proved to be an experienced and reliable partner with a high level of expertise. Bercut solutions have shown to be stable, scalable, and business-oriented.

That was the reason Bercut was on the short list of possible vendors when Tacom, a Tajik telecom operator authorized to offer cellular services under the GSM 900/1800, UMTS, and LTE standards and to provide mobile communication and mobile Internet services in Tajikistan under the ZET-MOBILE brand, began searching for a new product in July 2019. At the time, the operator’s IT landscape already included Bercut solutions, such as a UPS (Unified Payment System), the SPACE platform, and the Ring Back Tone (RBT) service.

The operator required a modern yet mature automated billing system capable of providing ZET-MOBILE with opportunity to introduce new competitive products in the market. The Middle Eastern supplier’s billing system, which was employed in the operator’s IT environment at the time, featured significant ownership costs and required the purchase of expensive server equipment. The replacement of the billing system with a Russian-made product enabled the operator to optimize not only financial costs, but also additional resources spent to eliminate errors and failures that occurred during the previous solution’s operation.

In July 2019, Tacom officially issued a tender, and Bercut was named one of the reserve suppliers. In June 2022, the companies began the active phase of preparation for the migration to the modern Bercut IN@Voice billing system. The deployment started while the contract was still being approved, thanks to trustworthy relationships and well-coordinated interactions between IT and marketing divisions. The official transaction took place in November 2022. Bercut had switched over a million of the operator’s subscribers to the new IN@Voice billing system before the beginning of the year. Bercut staff completed the successful migration of the subscriber base to the new-generation product on the night of January 2, 2023, and did so in person, at the client’s premises. In addition to the standard functionality, one of the advantages for Tacom was the optimal value for money.
The project also included:

  • Review of the operator’s IT landscape compliance.
  • Installation and configuration of a database management system.
  • Installation and configuration of software.
  • Integration of software with the client’s infrastructure.
  • Testing.
  • Migration.
  • Support of commercial product launch.
Bercut also upgraded the SPACE and RBT products, added a new module to the UPS Bercut, and supplied new products.

Today, the companies’ collaboration continues, and Bercut is responsibly meeting the requirements of the contract as it nears the end of its work before transitioning to warranty service and support.
